Salishan-Hillside Phase I LLLP’s 316-Unit Renovation to Showcase Innovative Equitable Construction Leadership Model

1DROP has formalized a groundbreaking partnership with the Salishan-Hillside Phase I LLLP, Tacoma Housing Authority (THA), LMC Construction, and Brawner to pilot an innovative delivery model for quality affordable housing. This collaboration marks the beginning of the comprehensive renovation of over 316 homes across Tacoma's Salishan and Hillside Terrace communities breaking ground in Winter 2025. 

This alliance brings together established developers and  general contractors, and mission-driven organizations under a unified framework designed to systematically expand opportunities for underrepresented developers, subcontractors, and construction professionals throughout the Pacific Northwest region.

A Model for Institutional-Scale Impact

Innovating beyond conventional general contracting frameworks, this partnership will intentionally create pathways for underrepresented professionals at multiple levels of the construction ecosystem, encompassing several critical components:

  • Residency positions for underrepresented aspiring developers in the 1DROP network, who will work alongside seasoned construction leaders to gain hands-on field experience growing their construction expertise, preparing them for future projects of their own. 

  • Targeted Community Engagement: Outreach through partner organizations like National Association of Minority Contractors, the Puyallup Tribe, and Workforce Centra, and morel to increase BIPOC subcontractor awareness of opportunities and increased preparation to participate effectively in the bidding process.

  • Project Design Input: Collaborative review of materials and finishes to ensure the project reflects the aspirations, dignity, and pride of the community.

Setting a New Standard for Collaboration

This initiative establishes a new paradigm for how mission oriented developers, construction professionals, and institutions can leverage procurement power to drive systemic change within construction ecosystems, treating equity as a core deliverable rather than an optional add-on.

The framework's replicability lies in its integration of workforce development, community engagement, and collaborative design processes—components that can be adapted across different project scales and geographic regions.

In an industry where fewer than one percent of developers nationally are Black or Hispanic, intentional partnerships are essential for meaningful systemic change. This collaboration reflects a shared understanding that more representation in construction leadership can serve as a function for growing greater wealth creation and professional advancement—for both residents and the professionals shaping our built environment.

The partnership continues Tacoma Housing Authority's goal of increasing community inclusion, continuing to demonstrate their bold leadership in showing how equitable objectives can be integrated into development without compromising quality or timelines.

Forward Momentum

Starting August 19th, 1DROP and LMC Construction will launch three Bid Opportunity Events designed to connect BIPOC subcontractors to the 316-unit Salishan & Hillside Terrace Renovation project breaking ground in Fall 2025. With two in-person sessions and one virtual, these events reflect a broader commitment to expanding access and visibility within the construction ecosystem.

Each session will provide detailed project information, outline bidding requirements, and offer direct access to project leadership—ensuring minority-owned firms are equipped to compete effectively.

This partnership sets a clear precedent for how 1DROP, Tacoma Housing Authority, Brawner, and LMC Construction aim to scale their impact: through strategic collaboration, shared accountability, and an unwavering focus on equity. The model shaped through Salishan and Hillside Terrace will serve as a blueprint for equitable representation in future institutional partnerships across the region and beyond.
