Krosbie Carter is a passionate policy innovator and community builder with more than a 15 years of experience advancing housing, equity, and cross-sector collaboration across Washington State.

Her career spans leadership roles in government, nonprofit, consulting, and real estate development, where she has built lasting partnerships, secured millions in funding, and delivered innovative strategies at the intersection of housing, health, and community development.

Most recently, she pioneered the Washington State Department of Natural Resources’ first housing initiative and successfully led the passage of HB 2003, creating the state’s first leasehold excise tax exemption for affordable housing on public lands.

At 1DROP, Krosbie leads efforts to grow strategic partnerships and development initiatives, advancing the mission to support underrepresented developers and expand access to affordable housing through collective impact.
