Ricardo Noguera is a veteran community and economic development professional with more than 35 years of experience leading transformative projects across California, Florida, and Washington.

As Tacoma's former Community and Economic Development Director, he spearheaded revitalization efforts that generated more than $500 million in private investment and helped advance equitable economic growth throughout the city. Ricardo has a long-standing commitment to expanding opportunities for minority- and women-owned businesses and creating workforce pathways in construction and development. His expertise in urban planning, economic development, and public-private partnerships provides valuable strategic insight to the 1DROP Board of Directors.
